Obtain the appropriate certified document
The Missouri Secretary of State handles eligible Missouri documents. Birth certificates need Bureau of Vital Records certification; marriage licenses need the county Recorder of Deeds; divorce decrees need the recording county's Circuit Clerk. School documents need school certification. A notarized document needs the notarial paragraph, signature and seal.
Prepare Missouri school records correctly
Missouri’s handbook directs the registrar or school authority to sign a statement on the back of a diploma or transcript, identifying it as an original or copy and giving its issue date. A notary witnesses the school official’s signature. Do not alter the diploma’s face.
Prepare the submission
Use the official cover letter with country of use, document count, contact information, payment and return instructions. Send the packet to Commissions, Secretary of State's Office, 600 West Main, Room 322, Jefferson City, MO 65101.
Review before sending
Check the certified copy and notarial certificate against the document category. Missing certification or incomplete notarization can prevent authentication; these are review risks, not measured rejection rates.
Premier service estimate
Missouri processing is 24–48 hours. Shipping time is additional. Document corrections or authority delays can affect completion.
